The Flemish coastal fishery (coastal fleet and small fleet segment) is small, shrinking and eventually threatened. Nevertheless, the research project "BAR-kustvloot" (BAR coastal fisheries) puts forward an inspiring vision of the future based on a broad survey and an analysis of the challenges and assets. Based on detected ambitions and assets, some innovative sustainable future scenarios appear (socio-economically) feasible.
Important is the broad context from which BAR coastal fishery started: the increasing scarcity of space at sea, the promising opportunities from solid data collection in the small-scale fishery and the clearly present desire as a sector and stakeholder community for an active, bottom-up role in the management of local fish stocks.
The basis of the work was an extensive round of interviews (written interviews and processed questionnaires) among all parties on the Flemish coast that have anything to do with fisheries, through the chain. Trends and desired characteristics of a renewed coastal fishery emerge: 1) cooperation throughout the chain, 2) an annual supply calendar with 10 species, 3) the creation of a culinary added value based on daily fresh, locally and sustainably caught fish and shellfish. The report provides a calculated revenue model for three types of vessels. In addition, some techniques have been worked out to improve data collection and management of this fishery. The future vision also formulates a concept of a coastal fleet(s) adapted to the new spatial situation at sea off our coast.
This project resulted in a written vision of the future with the concrete information for potential investors, fishermen and buyers of fresh, local and sustainably caught fish. An initial dialogue day with stakeholders and private actors revealed broad support and yet financial caution. The intention of the participants (and governments and research community) is to continue taking steps after the project.
