To comply with the European Nitrates Directive, the Manure Action Plan (MAP) was introduced in 1991 in Flanders. Since its introduction several successive MAPs have been implemented. Flemish legislation became more differentiated and increasingly stringent due to changes in a.o. maximum nitrogen (N) fertilisation rates (or N fertiliser limits), maximum nitrate (NO3
) -N-residues allowed in the autumn and fertiliser application periods. The average NO3
-N-residue measured in grassland soils is low compared to other crops due to the long growing period and high N uptake. In the autumn period, between 2004 and 2012, the average measured soil NO3 -N-residues were significantly reduced, corresponding to the N
fertilisation limits being lowered. However, despite further stringent legislation post-2012, the measured average NO3 -N-residues in soil have been stable, or even higher after dry summers. The average NO3-concentrations in surface waters followed the same trend in the corresponding winter year ( July–June) as the average autumn NO3-N-residues in soil.
